When a card leaves the Center Row, in what order do the refill, the Monster reward, and any triggered effects happen?

The card is acquired or defeated, then the row is refilled from the Center Deck, then you take the Monster reward, and then anything that triggered off the acquiring or defeating resolves.

How often can you use the abilities on a Construct you have in play?

Each separate ability on a Construct can be used once per turn, including the turn you play it, but only on your own turn.

What happens when the last Honor token from the set aside pool is taken?

Play continues to the end of the current round so everyone gets the same number of turns, players can still earn Honor tracked with spare tokens, and then Honor tokens are added to the Honor printed on all cards each player owns, with the later player in turn order winning any tie.
